to both local and foreign investors.

MANUFACTURING

The Government of Vanuatu wishes to promote and encourage industries which produce goods for export markets, add value to local resources, raise the level of general and technical skills in Vanuatu, create employment and provide training opportunities for local people. Import substitution industries will be accorded less emphasis than enterprises which address export markets.

In consideration of these aims in the manufacturing sector, the following specific objectives will be pursued in the plan period 1992 / 1996:
